1st Offense – Committed False Swearing before a State Agency by Overstating Her Education
As a lobbyist1 for the Biomass Energy industry, Pam Davidson pushed the PSC in 2003 to subsidize green energy at a higher cost to Georgia Power customers.2 She swore under oath before a court reporter that she holds a Masters Degree in Public Administration from the University of San Francisco (USF).3 Five years later she told the Atlanta Constitution Voter Guide that she holds a BS Degree from USF.4 The Registrar’s Office at USF verified she did not obtain a single degree.5 Giving False Statements and False Swearing before a state agency are crimes punishable by no less than one year imprisonment.6

2nd Offense – Broke Oath to the Georgia Republican Party
Pam Davidson signed the Republican Party Loyalty Oath upon qualifying for the PSC in 2008 and then promptly broke it. After losing the Republican Primary, Pam Davidson endorsed the Democrat, Jim Powell, in the General Election.7 Powell, a fellow Green Energy candidate, had just endorsed Barack Obama for President.

3rd Offense – Violated Ethics in Government Act by Failing to Disclose Past Due Taxes and Current Debts
Candidates for statewide office are required to file a detailed financial statement to assure the public they are capable of serving without conflict. Candidate Pam Davidson swore under oath on her Personal Financial Disclosure Statement filed 5/30/12 that she owes no outstanding taxes or other debts.8 A check of records at the Fannin County Courthouse reveals she has a current $8,347.65 IRS tax lien issued against her personally.9 In addition to that debt not being satisfied, various businesses have received outstanding judgments against Davidson for defaulting on credit cards and failure to pay for services.10 Candidate Davidson broke ethics laws by failing to disclose tax debts and court judgments to the voting public. Davidson filed an amended report disclosing the IRS lien and some of the debts, but only after being contacted by a reporter.

4th Offense – Davidson has a History of Non-Compliance with the Campaign Finance Commission (formerly known as the State Ethics Commission)
After losing in the Republican Primary for PSC in 2008, Davidson hid her campaign finances from the public and refused to file her September, October and December reports. She currently owes fines to the Commission for late and missing reports going back twelve years.11
